Collier County has two distinct cart populations. The first is the gated-community cart that never leaves a private road and never needed a tag. The second - the one that brings people to us - is the Naples or Marco Island cart that its owner wants to take to the beach access, to Fifth Avenue, to the marina and to the store. That second cart has to become a Low Speed Vehicle: titled, VIN-assigned, insured, tagged and registered like any other vehicle on the road.

We see a lot of late-model four- and six-seaters with lithium packs, lifted suspensions and street tires - carts that are mechanically ready but missing the small compliance items, a wiper or a compliant mirror or an SMV emblem. Where an LSV can be driven here

A registered LSV can be driven on Florida roads posted at 35 mph or less. In practice that opens up most of the residential Naples grid and most of Marco Island, while the higher-speed arterials that connect them remain off limits to an LSV. Local designations and crossings are set by the municipality and are updated from time to time.

Local rules worth knowing

Collier County's cart traffic is concentrated in coastal Naples and on Marco Island, where the street grid, low posted limits and short distances make a cart a genuine second vehicle. Marco Island and the City of Naples each set their own rules for where carts may operate, and those rules differ from the unincorporated county. Check with the municipality before you plan a route.
